pim-pam.ai serves as a living resource knowledge and learning site towards realizing a phased strategy for embedding AI across all 8 elements of the public investment project cycle — augmenting human judgement, strengthening appraisal quality, and building institutional capacity in government budget agencies and PIM project owners, whether at Ministry, Department, Agency (MDA), Sub-National Government (SNG), or State-Owned Enterprise (SOE) levels.

AI tools and capabilities are developing rapidly. The overall objective of pim-pam.ai is to deploy digitalization and increasingly advanced Artificial Intelligence (AI) to improve Public Investment Management (PIM) and Public Asset Management (PAM) policies and practices to achieve better public outcomes. Globally, public sectors invest over 4 trillion dollars annually, and Ministries of Finance increasingly recognize that the effective use of non-financial asset stocks — such as land, property, and infrastructure — can generate significant value for public service delivery and revenue mobilization.

This site in particular works to identify how Agentic AI tools can be deployed to strengthen PIM-PAM. Given the cross-country and public sector audience for this resource, we place special emphasis on options presented by open source AI and tools that perform well in non-English native language settings, avoiding that the path towards better PIM policies and practices is lost in translation.
